Qwen 3 presence of tools affect output length?

Experimented with 32B and 8B with and without tools present. The output without tools specified is consistently longer (almost double) than the one with tools specified. (No tools were called as expected because the query is not applicable.)
Is this expected? I tested the same query with tools with Qwen 2.5 and it doesn't exhibit the same behavior.
